Steam Bug when opening game manual pdf

Recently found a bug with the Steam version of this game. If I open the pdf file of the game manual, Steam still considers that the game is still running. Thus it does not allow you to launch the game, unless you realize that you have to close the pdf file.

How did you open the PDF? From the launcher, from the game's help menu, or directly from the game's documents folder? That should help us narrow down the problem.

i've had this on other steam games - i think its a steam thing and not a bug in this game

If I can pin down the particulars, I can go back to Matrix and they can work with Steam folks to sort it all out and hopefully get a fix.
