What effects do these have on combat?

It looks like they effectively prevent it from my limited experience (a few cases after the USSR got crushed in EA)??

They affect bombardment ranges. An air unit with a range of 75 hexes would have to be within 25 hexes to bombard such hexes. If in them, it would only be able to attack out to 25 hexes.

Thanks - I hadn't noticed that so much as there is also some effect on land combat - I've had combats at thousands-to-1 ratio that have inflicted essentially zero casualties on both sides.
