Idea

My idea is a new scenario (so everybody can choose).
Rules/Changes:
-that the withdraws and arrivals from division will be removed for the germans
-the second line units which arrived before december can be fixed or can be the exception and will arived
-the axis (with execption of italy and finnland) should be able to built new units like the soviets

Reason:
Romania, Hungary and Slovakia are only in the east and will be able to fight like the soviets.
German had now hisotoric addition or subtraction of forces which will be unlogical because the ingame situation isn't the real situation.
Example: End of '42 the germans get some panzerdivisions from the west. These divisions only send to the east because of Stalingrad. If the game situation isn't that worth, what is the reason that they will arrive?
Example 2: Withdraws from divisions that where historical destroyed by the soviets and never rebuilt. If the soviet didn't destroy them, they will not withdraw.

The historical destroyed divisions from Stalingrad arent removed from the game is my understanding.

Only the Stalingrad divisions that were historically rebuilt and used in the West are removed from the Eastern front via withdrawl. This has been discussed many times.

To my understanding as well they are changing even those to dump thier ToE into the Eastern front replacement pool when they leave in .05 patch upcoming.

Unfortunately until they do a War in Europe type game the Germans will most likely be tied to historical western/eastern front movement of units via reinforcement/withdrawl. Maybe they will implement a VP cost system with a Western front holding box in the future WiTE2.

Think you're on to something and its worth discussion. My thoughts, for what they're worth:

Total flow of troops to EAST front should follow history. A main point.
Reintroduction of lost units should follow game outcomes, not history. Another main point.

But, units formed should follow history; consider LW divisions, elites, reformed "destroyed" units, and so forth. Think this shuts down much player choice.

Those '42 divisions not needed if S'grad doesn't happen would still be available. Why wouldn't they be used in EAST? Might require re-assessing Italy & France timelines if kept in national reserve.

Its an interesting Idea, however I don't think it would be practical in the game as it is, It would be more suited to a War in Europe expansion, Imagine as the German you are doing very well in the east & the Western Allies invade
Europe, it would give you the ability to go over to the defensive in the east while transferring large panzer formations westwards to deal with that W/A threat

I like this idea, and by using a "West Front' box, the German player can beef up or even lessen what's in the west. It would be a way to rest and refit units to some degree, while at the same time giving some decision making opportunities. If the Germans don't keep enough units, whatever is decided is optimal (or historical) be it mech and/or infantry, they might see an earlier invasion. Once the invasion does take place, they might be able to slow progress by beefing up the west front etc etc.
