Admin points for forts going up as I play.

Is it correct that the admin points to place fortified areas on the map go up as you play more. I think I started at 4 and now on 13?
Is that correct> I am playing Case Blue scn PBEM as Axis.

Correct, you put too many of them and the cost will now go up by 1 for each next that you build.
