ATGM against infantry?

Howdy,
Thought this would be the best forum to bring this up.
In the NATO campaign, first battle (I'm not at my gaming computer now, so I don't remember the scenario name), I had a Mech Infantry company stop to engage three SA-14 teams in a village (no vehicles nearby; just the teams) for about 30 minutes. Frustrating enough (as another Mech Infantry company it was sent to assist was getting thrashed about 2,000m away), but I noticed that this company expended almost all its ATGM load out against these three MANPAD teams.
Tactically, not too sound. But from a gameplay perspective, is this accurate? Should units expend ATGMs against infantry-only targets? Bug, or just what I could expect my AT units to do in the heat of battle?
