Not sure who to email.....After Uninstalling and reinstalling then reapplying 1.09 patch, I am
still receiving the "no lisence" carrier screen. I am on steam version...no mods

Just to clarify, you uninstalled from steam, loaded the game from steam again? Did the game work at that point? Was the patch for 109 a steam version? If it was for the Matrix version (non-steam) patch there is a good chance it is incompatable with the steam version if it overwrote the exe. Steam should auto update the game once 109 is final. You may be able to get a steam beta 109 if your Steam properties for Command are set to allow betas and the team has provided one.

Like Capn Darwin explained, this is a release candidate patch and it's only for the non Steam version.
Once it becomes official we will release it on Steam as well.

Reloaded through steam. The patch 1.09 was through the matrix website. After restarting my computer I can
play but it still says no lisence every third try or so. This is acceptableto me until the final patch is released.
I will look for the steam beta when available. Cool changes so far to the sim. Thanks for your consideration.

Maybe a "Verify integrity of cache" runthru would clear it up on the steam version after running the wrong patch, but if you're only getting error occasionally, probably worth just dealing with it until the steam patch.
