Loading troops onto ships: Tutorial

I am slowly working through the tutorial and have got to the part where I should load the artillery onto the ships. I select the artillery, drag it onto the ships and it says release mouse to load.. I do so, and they do not load?
I try to drag the artillery on the stack inspector onto the fleet, again nothing happens.

drag the artillery over the tab of the fleet. It should work.

Select the artillery. And on the unit panel,the one at the bottom, click over the picture of the artillery and without releasing move the cannon to the fleet tab and release.

Worked for me. Make sure that the icon moves from the tab.
