No Bulgarian Air Support?

I noticed that my Bulgarian squadrons had basically no operating aircraft left in Skopje. Looking closer I see they have no Air Support (my biggest WitW bugaboo!).
Looking at the production screen they apparently don't make any Air Support (Rumania does, but not Bulgaria).
I transferred the squadrons out and sent in a Luftwaffe Stab expecting to see the nationality of the airbase (located in Yugoslavia) change to German so that I could use some of the 15k+ Air Support the Germans have in their pool, but the nationality didn't convert.
Is this a bug?

I found the same problem; last couple games I just flew them to Romania immediately to solve the problem

The inability to use the airfield is more important to me really than the Bulgarians, but I appreciate the confirmation.
Not sure why it doesn't switch nationality since the Germans are the ones who took over Yugoslavia anyway, so maybe it is two bugs - no Air Support created for Bulgaria and no nationality switch when the German are transferred into the empty airfield.
Surprised that Germany doesn't export to them, but I haven't paid attention to it before.
