i really hate to ask this kind of question but i have to

how the hell do make a ship return to pearl harbor,
the option is always unavailable

Hello astharoth, you need to make sure that the ship is at anchor (not in a task force) at Noumea. Also note that in some of the shorter scenarios, the option is unavailable by default.
