German Night Fighter Numbers

Ive noticed that lots of times the number of German night fighters in air battles will be the same,+1, -1, to the number of RAF bombers.

Is this WAD? Does this represent how one fighter would be directed and track one bomber?

It depends on detection levels and doctrine percentage settings. It was improved in latest beta patches (Torch).
