Do the close combat series have editors?

The included scenarioeditor in CC allow you to choose one or more existing maps, add battlegroups, allocate a level of fire support missions and the result will be a battle or an operation.
 
For modding the following apply:
 
Data can be edited with any spreadsheet program like microsoft XL.
 
Maps can be drawn in a program like photoshop or Gimp and then Imported to a program called 5CC. Found in DL section of Closecombatseries.net.
 
There other programs to unpack/pack graphics and sound files to be able to edit them.
 
 
 
 
 

What about mods?

I'm trying to find a close combat game or games that have mods that cover North Africa/pacific war/Eastern front

Mods are a lot of work and take a long time to put together so there aren't any full mods that I know of yet for GtC.

There are some for WAR, TLD and LSA which you can find at Close Comat Series website along with tools for editing; http://www.closecombatseries.net/CCS/
