I can't access the game manual from the start up page or when I go to the game manual folder within the game itself.

So you can see the pdf file, but can't open it?
Can you open any other pdf files?

I never assume when troubleshooting - do you have a pdf reader installed?

After rebooting my computer I can access all my PDFs anywhere in or out of their respective programs. With only WITW I can only access the PDFs from inside the game folder itself. If I try to access the Game Manual at start up from the desktop shortcut (Matrix Screen)it not only won't open the game file but every PDF on my computer will now not open at all in any way. I have to restart my computer and start again. I have Adobe (updated) and yes I have reinstalled the game already.

I found the problem. It was Adobe Acrobat DC (latest version). I uninstalled it. Now everything works fine.
