I have built various sized star bases at my colonies and have put fighter bays in those bases. Enemies attack and they don't deploy or defend the bases and planet.
Anybody have a suggestion as to what is going on?

The Fighters will not engage while they are landed on the base until the base itself comes under fire.
Select the base and launch the fighters, and they will swarm anything that gets close.
