trying to figure out how reinforcements arrive besides what you buy
As far as I can remember, there really aren't any additional units that "appear" out of thin air as in many AGEod games that will bring historical troops into the game.
When you go to the F1 screen and sort on the last column, you will find units that will come online in the near future. You will see a 1 for the units that appear the next turn or a 10 for 10 turns to come. Other than those, you must buy all your reinforcements. Also, don't be surprised when you buy naval replacements (F2), they come on as newly built ships and can take 1-2 years to come online (and are very cheap to purchase, even the CP can prevent the WE from achieving total naval dominance just by buying replacements if your naval stacks get caught).
