yes can receive a steam key if you have already a matrix key from Matrix\slitherine website, like for the other Matrix games present on Steam.

Do not buy Waterloo from STEAM they have no support for this game. Had a problem Sunday the 13th after a steam update and have not go a thing but pass the buck and still nothing from Matrix not sure why.
