Bug in Cartwheel scenario?

Normally, early in the game, I can get about 15 air command points, so about 5 air units. However, I find that if I buy a bomber for the fifth unit when the air command point tally left is 3, it remains as 3. Meaning, for some reason, it doesn't subtract. I bought a fighter as a sixth unit and it stayed at a tally of 3 air command points left. It did not start going down until I bought recon.
So, with one CVE (the small one, not a full CV) and the easternmost airfield, I am able to field 6 aircraft PLUS 3 points of recon air.
Is this right?
I found out what is happening. Any air unit which deploys initially on the CVE (or any carrier, I guess) does not count against the air command point total. Deploying on the map edge or near the airbase, however, does count.
So, until a patch fixes this, to keep things fair, I'm going to have to start my air units along the map edge.
