Sealion Mistake?

Hi Guys,
I was playing Sealion and I think it was the 4-5th scenario where you have to erect the pontoon bridges across the Thames. I was able to get all 5 flags on the last turn but it only gave me a marginal victory? I might have to try this again but I believe I should have won a major victory.
Anyone have the same result?
