Install Error: Unknown decompression error

Windows 8.1, 64 bit
Installing from the DVD I get the error "Unknown Decompression Error"
Disable anti-virus and I still get the error.
If it matters, the file in question is draw.bmp, but if I click "ignore" it will just throw the error on many other files.
