I have my HQ TOEs set to default, AutoStaff = on. However, the Staff units sit in my highest HQ and never get deployed to the lower HQs. What might I be doing wrong?

Nevermind. I am an idiot. [8|][:-] The higher HQs were understaffed. Without extra staff, they had none to send. Sorry.
