duhh moment

Playing with "In the presence of the enemy" I only just realized you can have a fast sub make the 4 box fairly easily and use it as a scout for stuff in the lower boxes. Just do not commit the subs in the battle and the subs gets to stay around and scout round after round.

If the sub doesn't commit to combat then potentially there will be no combat nor surprise benefit for its owner, so I must be missing how this is advantageous.

Submarines do not count for the Presence so to say.
It has to be an airplane or a surface combat ship. (Not sure of CP / TRS but I doubt so)

In naval combat, surprise points are generated only by units that are in the combat. Thus if one side has units in the zero and the four boxes, does not find the enemy but the enemy finds them, and the enemy includes only the zero box, then the units in the four box make no difference to surprise. Thus whether the four box is included in the combat creates a difference of four surprise points. It took me a long time to get that straight.
