I've got both the JTCS and CS:Middle East installed both at my W10 64bit Desktop and W7Pro Laptop. Both sets are running all games succesfully, but it does seem with W10 your mileage may vary due to the OS seemingly still having some teething issues with certain setups and drivers. So to play it safe might mean to stick to older OSes.
For me, W10 has worked for most parts, the negatives coming from the fact a MS security update declared the DRM used by Total War disc based (but not Steam based) installations outlaws, so they will not run anymore. Need to repurchase them from Steam. Not a big issue as such, but mildly annoying regardless.

I'm running the game fine on Win10 64-bit as well.
After the upgrade from 7-10, I did have some trouble with games due to my audio driver. But I did a clean reinstall of Win10, and using the default Windows drivers I have no problems. So I would recommend upgrading, and following up with a clean reinstall. Or you could just stick with Win7, which always worked fine, but where's the fun in that?
