Question about resources

I looked at the manual and didn't find anything about this... On the resources--oil, raw, etc.--what is the effect of a shortage? I'm playing a game and even though I have upgraded my raw tiles I am using more than I am gaining. What is the effect of this? Is it detrimental? Thanks

If you don't have enough RAW you can't build units that need RAW to produce, like Tanks, if you don't have Oil then units that use oil are tremendously reduced in movement. You are using more Raw and Oil than you are gaining ? if that is so then you will run out of these and your tanks won't roll your planes won't fly and your production of certain units will stop and to be honest I think almost all units require some RAW. The trick is to balance your forces to match available resources you may have a huge army but without Oil and Supplies its all but useless
Not played Vanilla for a while but cities can produce oil or Raw as well as supplies another thing you will need to maintain unit readiness supply covering a multitude of evils like Ammo Food Equipment boots and the like. Without supply your men will be barefoot and starving with one bullet each.

Resources are limited and as ironduke1955 said this affects movement and production. Because resources are limited you have to live within your resource limits. Note that moving and attacking with armored units consumes lots of oil. Flying lots of planes consumes lots of oil. As you upgrade your resources and capture some from the enemy your resource situation will improve. Prioritize what needs done on the battlefield. Don't over build units that require lots of raw/oil. In the early to mid game you just can't do everything you would like.

Thanks ironduke and webizen. I knew that it had some effect. I did have some left, but I was using it faster than I was gaining it. Plenty of oil though.

Now I figured out what was going on. I was making a ton of new units every turn that required raw materials. I slowed down on making those units, and upgraded my raw mines. Now my resources are back up to par.
