Is this WAD.

I played a rest and refit card on 2nd PzGp. But all Pz/Mot in AGC (i.e. including 3rd Pz Gp) have been affected by the -25% modifier. The card infers only one Pz Gp would be affected. But it appears both have.

Nope, only the Panzergruppe you play the card on will be affected.

Both Panzergruppes would be on +50% off bonus, -25% defensive bonus because of their Blitzkrieg postures.

2nd PG, undergoing the refit, would be immobile. 3rd PG would have around 140 AP (ignoring other possible influences).
