Odessa garrison

Will an odessa army, not just a garrison, receive supplies if it is isolated? If not, would it be smart to place an army there for defense?

Garrison units stay in supply as far as a I know... whether this depends on the city size? I don't know...
Historically, Odessa had naval supply and evac? Not sure though...

Hi,
The soviets have two types of garrisons - major (red counters, regular red army troops) and minor (brown counters, conscripts).
The major garrisons are found in strategic red dot cities. Easy to remember - red dot city, red major garrison.
The minor are found in the others.
Both have the ability to draw supply directly from the city they are in (unlike any other unit).
A city with a major garrison is a formidable proposition as they represent the fortification of the city itself as well as the troops. Examples from '41 would be Odessa, Sevastopol, Kiev, Leningrad.
Siege artillery is your friend here.
Hitler forbade his Panzer Divs from assaulting such cities as the loss in tanks was too high but that's your call in the game.
The Soviet AI will have a different mix of garrisons every time you play the game although Brest-Litvosk and the three objective cities (Leningrad, Moscow, Rostov) will always start with a Major Garrison.

Historically Odessa and Sevastopol were both able to be resupplied via the Black Sea and this is definitely a huge contributing factor to these cities lasting so long.

I think the original question is whether a surrounded army, not a garrison, in Odessa can be supplied by sea.

Ahh.
Yes, they can. Sea resupply in both the Black and Baltic seas is a going concern provided your units are in a port city, eg. Odessa. Move them out of the city, onto a coastal hex and you'll struggle. The Soviets also need to have a port city from which supply can originate from.
