Rearm showing as possible at enemy port

I just landed at an enemy base in one of my games. It is a Port 5(2), and I landed a substantial amount of naval support (200+). When I look at one of my ships in a TF that just bombarded, I see this:

The interface is making it appear as if it will rearm the ship's guns, even though it's an enemy port. Just to be sure, I checked - this is only a display bug. Clicking Replenish At Sea only shuffles fuel around, it does not rearm the guns from the base that is still under enemy control. The green numbers shouldn't be green when at an enemy base, unless it's after 1/1/1945 and AEs are present and capable of reloading those particular weapons, obviously.

If you have an AE of sufficient size it can reload you anywhere. You've eliminated that have you?

It is checking for own base, but works out the 're-arm level' independently.
I think the intent is that it allows you to know that seizing the port will allow you to use it to re-arm your ships.
