it is possible to play two nations, France and Spain against the AI ?

yes, set it up as if it was PBEM (see the set up routine in the manual), then you can play 2 states, submitting orders and the AI will handle everything else

Create game picking France
Save your turn but don't click end turn
load the game as Spain. Click end turn.
Rince&repeat
