Army HQ to be built?

I'm getting the message: New Army HQ to be built in the Reinforcement Pool. I have a clue what this means, but where and how do I go about it?
Am I supposed to look around for a Leader that has promotional abilities now?

The HQ unit in the reinforcement pool is an actual unit that you can construct. It gives a stack the abilities of a Hospital and Signal unit, and each element in the stack gets 1 experience point per turn when the stack is not moving. With enough experience points, a unit gains another experience star. This is a very special unit and that is why you get a message.
This is different from an Army appointment, where you can give the senior 3-star an army to command by clicking the correct icon in the menu. Use caution in the assignement. If you give a junior 3-star command, then you may lose National Morale and Victory Points. Each year the number of army appointments increases.

Allr ight, thank you for that. I'm not yet sure what everything you wrote means; I checked the units last night and there was no army unit in the pool. But I'll have another go at it later tonight when I have my gaming computer on. If I can't make it work, I'll shout again.
It's good that one doesn't have to learn a completely new game each time one buy an AGEOD title. I bought and tried Civil War II when it was out, but gave it up for complexity and lack of learning time. Then I bought TYW and found it easier to grasp (maybe because I hade already studied CW II to an extent). When going back to CV II now, it came rather easily. But there's one major problem here -- the manual. Since the text is often the same as in the manual in the game you bought before, not seldom down to the same sentences and even whole paragraphs, it is very difficult to find new pieces of information among the info already known. And reading all the old stuff again and again is extremely frustrating for the mind. Therefore, one only make short searches these days. That's why many issues like the one above goes missing.
Oh, yes -- just to make that clear -- the game is marvellous.

Aha. Oh, yes. I saw that. I'm in 1865 now and I'm sure I have several. I thought those were some kind of logistical unit of dubious use. I tried briefly to find a list explaining the MOs and signal men and naval officers in the manual, but gave that up. What does these do? Lower attrition and increase command range? Make repairs of ships quicker?

The manual is about 95% correct. It has a listing of the abilities and most of the explanations are right. The HQ unit combines the Hospital and signal abilities with the master trainer ability. If you cursor over any ability icon with the mouse, then you should get a more detailed explanation of its purpose.

I expected that, but don't think I saw any such info. I will start the game now and examine that point. And check the manual again.

Yes, I got it now. And I finally found out how to check out what the specialized units were for. To late in this game to use them, but I will start all over soon.

I hate to be contradictory, but the "New Army HQ to be built in the Reinforcement Pool" is actually an artifact from the old AACW days when you actually had to build an Army HQ Unit in order to create an Army Command. These were very expensive and took months to build.
In CW2 a general is considered to inherently have his own staff, whether he has division, corps, or army command. So to create an army command, you are simply required to have a Lt.Gen. and an open slot for that army. Since the requirement of building an Army HQ unit was dropped there was no point in having the units anymore, but since it's unit slot was open--has only to do with the way the game is built--the Army HQ Support units created.
The unit in post #3 is an Army HQ Support unit, as it says in the unit name. It has nothing to do with creating an army.
What the "New Army HQ..." message actually means, is that there are new armies with can be created. At the start of the grand campaigns in '61 you can have no more than 3 armies created. In '62 3 more are added and in '63 another 3 are added. There is unfortunately no place in the game where you can look this up, some status display or something. You have to pay attention to the messages an keep track.

Is that so? Thanks for that clarification. So the message informs one of the possibility to create an army command? Good.
I would wish for some kind of leader board in the ledger; a place where all information regarding the generals could display, without interference from other issues. It should list their names, rank, initiative/offensive/defensive capabilities, seniority, special attributes and the like. Maybe also the cost of superceeding leaders of higher seniority. As it stands now, it's a bit tedious searching around for this info.

What you are getting is a report on a support unit which is both a signal unit and a hospital unit. All armies benefit from having such as unit, as do corps.
