Truck Losses vs. Truck Refit decision?

These 2 decisions seem to frequently come up on the same turn.
It seems like spending PP on both is overkill, but it's hard to tell since the anticipated results are murky.
Obviously some action needs to be taken-
Is it intended that I should respond to both, or does doing one or the other suffice? [&:]

Check the reports and see if you need trucks..that's what I usually do unless I'm trying to stay good with whatever the choice reflects on. Like keeping my Truck General happy it may influence that

There are 2 different decisions presented-
1. Truck Loss decision
2. Truck Refit decision
You can spend PP on each one; but is one more important or can one even be ignored if you spend PP on the other?
Is it WAD that both can show up in the same theater on the same turn?

Hi Willgamer,
These are two separate decisions that both trigger differently on certain criteria depending on your truck column status.
On occasion they appear together on the same turn which isn't ideal but is very difficult to get around without hard coding the decision system and losing a lot of it's randomisation and flexibility.
As a turn covers a 4 day span you can think of it as a case of General Wagner coming up with a couple of suggestions to resolve your, most likely, rather awkward trucking dilemma.
You're free to choose none, one or both.
The Truck Refit decision is triggered on accumulated truck column mileage and will drop this by a substantial amount. It'll also take a hefty chunk from your maintenance %. If you had 200 truck columns and a 50% maintenance level you'd have 100 truck columns out of action. The refit decision lowers this by 3d10 (an average of 15%) which would give you a maintenance level of 35% and only 70 truck columns out of action. There's a short delay for the effects as refits aren't instantaneous.
The Truck Losses decision is triggered on very high maintenance % levels and allows you to take immediate remedial action that will give variations of the above effects depending on the option chosen.
Strategy wise a Refit is a major overhaul with lasting benefits. A truck losses decision is offering you variations of a quick and dirty fix. The most expensive option for a truck loss decision is the near equivalent of a Truck Refit (same 3d10 reduction in mileage but the reduction is mileage is less as they haven't had time to do a proper overhaul).
These decisions will keep triggering at regular intervals until you have got your Truck columns back onto a solid footing.
If you had enough PP's to spare I'd opt for both if you get the chance as it'll turbo charge your Truck columns (their effects stack).
