Why Staff wins experience faster than other units? How to change it? What is the impact of experience for staff?
Staff gain experience from units that fight within their HQ effectiveness zone. I don't know if it is hard-coded.
Rule-var 75 located in experience, morale and EP has something to do with staff experience.
Could have sworn there was another one.
There is rule-var 35 in combat calculations, but that one is for officers.
