Request- Connect Hitler Interferes to Past Relationships

I'd like to appeal by way of a slightly different request. Especially with all the turn one issues that have been raised, I still think Hitler Interfering on turn one (i.e. round 2) is bad for the following reasons-
It's not fun as a game mechanic since it only happens infrequently and can be nixed by restarting when playing solo.
The German's already can't assign PG cards and theater arty because "turn one is set and the assets are helping set the surprise". Well, how about turn one is set and Hitler won't interfere with existing plans!
Please consider making Hitler Interferes on turn 1 a aspect of the Past History Off Option. Let players who allow past history (the default) to risk Hitler turn 1 interference; but for those who would turn on this option to not be exposed to turn one risk.
