[FIXED v1.11] - WCS working incorrectly

Setup:
Created land strike mission for side B called "Test AR Strike" against specified target of Side A. Set up WCS for the mission set to FREE for surface and land contacts. Set up 'mission triggers when contact is minimum' = 'Unknown'. Side B posture towards Side A is neutral at the start of the mission. Assigned aircraft to the mission with Air to Surface loadout.
Outcome:
Aircraft plots course for the target, approaches it, but does not fire. If target is setup manually for the attack ('F1') weapons are fired.
Expected outcome:
Aircraft should attack target as it is authorized to use weapons against any not friendly target.
