Soviet supply

I cut off a soviet army on turn 2 that is now centered in Windau. I have Riga. It is now first of Sept. 18th Army has art and planes and is doing little damage to about 3 div in the city. Are the Soviets still getting supply even though I have Riga?

Yes they are still receiving supplies. You need to completely surround them with units and their ZOC on all sides.

Ports can still receive supply over sea.
They can be nasty thorns in the side if not taken care of.
