I have a High Octane card. Never used one before. Can someone tell me how they work?

Does the card have an effect immediately or is the effect for the turn after?

Also what is the amount of AP gained?

The trick here is having enough gas to take advantage of it. I've not been able to in practice play.

But I'm also a Red Army fanboy and logistics, bah. Micheal T given enough time and practice will probably turn this into a scary card.
