Fuel Bug on Resort Bases

I play as humans and on my complete seperate games i got same problem with resort bases.
I play fully manuel and ship-base desing done by me. I add every single component required on Resort base with like 5-6 Fuel cells and excess reactor power combined with solar panels etc. All the weapon systems working normally. passenger ships bringing tourist around the galaxy, Bonus tourism income etc working normally.

HOWEVER the fuel on down left corner shows 0. and when i order it to retrofit the updated desing it just stucks forever like 6-12 months. All other bases ships military or civilian working normally and retrofit normally. just this resort bases acting abnormal.
Any Ideas.

Does it have a cargo module?

I read like hours on from previously but never seen this until few minutes ago.
Unexpected result
You need a cargo bay to retrofit. I read this before and have always put a cargo bay on all bases but the first monitor station didn't and when it came to retrofit to the Mk 2 with a cargo bay I waited and waited and waited... I scrapped it and built a new one. If waited some more maybe it would have?
in description it doesnot require a CargoBay so i exclude it. I did not tested it myself yet but i will give it a try. You learn new thing everyday... to unfortunate these type of stuff doesnot explained in tutorial or in galactopedia...

One cargo bay is required to hold the resources needed for an upgrade, unless the base is over a colony. Any bases built without a cargo bay will not upgrade and therefore need to be rebuilt.
