setting unit strength

There is a way to set the % strength for every unit deployed ?

In the VR Basic Event Library you'll find a so called 'Scramble' table.
This table allows you to reduce or randomize the troops in either initial units or reinforcement units.
Setting it to a high HQ should influence all units below.
