Can this be right?

In a game I have going at present I am the Soviets. In two Fronts I have replaced the useless tubs of lard with Tsarists. These have Initiative of +11 and +16. The northern commander was still a -5 so I can buy that.

But current turn: Armies activated, Partially, Not at all

North: 0-0-5
Central: 0-2-4
South: 0-1-5

Can that be right? None fully activated and 14 out of 17 failed to activate. What am I paying the Tsarists for? Just to increase my chance of a Stalin melt down it seems.... [:@]

Unfortunately, it can be right.

Consider that most of your armies are clocking in around 10 initiative. Adding another 11 or 16 to that isn't amazing. A one fifth or one quarter chance of activating.

In order to get anything like a reliable rate of activations you have to pile on more bonuses than that. Which means Zhukov and the focus card. And you'll only be able to do it in one theater.

Just seems too penal. But fair enough, it is what it is and I'll keeping plugging away.

But I would not even consider downloading any version that - on a net basis - makes things harder for the Soviets. There's no fun in that.

For PBEM 1.01 is certainly the better way to go. IMO, in version 1.02, if both sides are commanded by evenly matched and experienced players Germany wins every time. I even have the same opinion about 1.01, but to a lessor degree.

I think the editor will eventually iron out a lot of problems. Surely both sides need some rail movement (strategic movement), which I see elmo has been tinkering with. If someone has the time and expertise in the editor I think a truly fantastic scenario can be constructed.
