Does a player get to choose which units can try and rally? Or do all get a rally attempt? How do leaders play into this.

If a player needs to make a choice it is a nice tactical dilemna, which unit to rally...

This done automatically in the Administrative Segment by the computer. Leaders in the same hex will better the odds for Rallying.
