Russian Reinforcements

It says in the reports under Paranoia Episode that the only action cards that can be played are reinforcement cards, but the cards tab is grayed out (see below), so I can't play any reinforcement cards this turn. Is this WAD or did I miss something?

There might not have been any reinforcements due this turn anyway?

Yeah, looks like the screenshot is from the July 20 turn which I'm pretty sure does not have any USSR reinforcements.

Thank you gentlemen, you are correct, no Russian reinforcements on 20 JUL turn. My mistake.
