Can't Install RS

Just purchased and downloaded Rising Sun. It won't install with an error that says I don't have OOBP installed which I clearly do. Any ideas?
If you have installed the Steam's version of OoBP, then you need to redeem a Steam key for Morning Rise and then activate it in your Steam account.
