I very recently fixed an AI bug that surfaced especially in games that have a difficulty level > NORMAL.

You might want to try this private beta version 1.03g.

You can download it over here:

Just rename your current Barbarossa.exe to Babarossa_backup.exe and put the Barbarossa.exe in the zip in its old place.

Let me know if this solves the issue for you.
