Is it true that the russians are weaker the first turn after mud? Once a german player told me they fight under mud conditions while the germans fight their first clear turn after mud - which is not true. But niw he thinks they need more time (one ore two turns) to recover after mud conditions and are weaker because of this. Is that true and how do you cope with that?

To an extent that may be true. During mud supply and replacements to most units are reduced because of higher MP costs (in case your units do not sit on working rail). So Germans benefit first from the lack of mud during their logistics phase, while Soviets have to wait for them after the German finish their turn. Of course CV is no longer affected for both sides from the start.
