Trying to fix a problem with the editor, causing more problems

I'm having a problem with the star base at a colony planet, apparently because the base was damaged by enemy fire during a refit. I deleted the scheduled refit, which seemed to work OK (though I lost money on the deal). Then, once repairs were finished, I upgraded the base, slightly. That seemed to work, too, though the activity indicator showed as a negative number for awhile.
Then I tried to upgrade the small base to a medium base. That finished quicker than I was expecting, but nothing changed in the base itself. It shows that it's a medium base of the correct design, but it doesn't actually have any of the features of that base (the weapons, the construction bays, etc.).
So I made a slight change to that design and tried to refit it again. This cost me a lot more money than it should have (apparently, the game recognized that my "medium base" didn't actually have the features it was supposed to have), but it's not actually refitting the base. Indeed, the activity indicator shows as the infinity symbol and it just sits there.
I can't afford the time or the money to just delete the base and build it again (assuming that that would even work). I've already wasted a lot of both, and pirates keep attacking that colony. So I figured I'd delete the base and then use the game editor to place a new one.
That worked fine. The only problem is, afterwards, I could see where every empire in the game was located. I mean, there were colored circles all over the galaxy then (after I'd already exited the editor). I don't know which empire is which (I've only discovered one of them, the one that started right next door to my solar system), and I don't see any star names or other details. But I can tell where they are.
I've tried this twice now, with the same results. I've still got my temporary save point, so how do I use the editor without losing the fog of war? Alternately, if I can't do that, how can I remove those circles from the galaxy until I actually discover them through normal exploration?
