I just played Scenario 2 and I had a German HS with a LMG in a building hex [14,3]. A computer controlled US ldr and HS moved adjacent in Hex 14, 4 and I tred to DFF with OOC unit. The manual on page 8 says that a OOC unit can fire at an adjacent enemy unit in the enemy Movement Phase. However when I did so I got an error that said something like: "An OOC unit cannot move in the movement phase." Unfortunately I did not save it at that point.
