How moddable is this?

It would be nice to be able to create Pacific theatre units and scenarios.... is this possible?

You could certainly make them look like other units, but I don't believe we have access to view/overwrite the combat values or names of units as that all appears to be part of the game executable rather than external files we could replace. You can change the sounds and the graphics though.
