Pg 188. "Manpower works just like factories in terms of potentially producing less
manpower points when damaged. When a town, city and or urban hex's manpower reaches 100
percent damage, additional damage may cause the permanent loss of manpower factory points
from hex." This is in context of starvation damage. Can bombing destroy manpower factory points
permanently ? If yes is there a way to fly missions against heavily damaged manpower factories.
In my experience the computer will not run missions against targets that are 100% damage.

There was no intention that I know of to allow bombing to cause permanent manpower loss. I assume the rules you quote are for starvation damage only, although I can't guarantee that.
