You don't provide enough information. For example:
- some units take three days to pack for movement - check your unit
- your TF needs to be of the correct type for the troop mode. Amphib TF for troops in combat mode, Transport TF for troops packed for Strategic mode.
You might as well learn how to post pictures of your units/maps in the forum because you will have lots of questions and it is much easier to convey info with a screen shot. To post a picture:
1. While on the screen you want to post hit the "Prt Scr" button at the top of the keyboard. This copies the screen image to your clipboard. Do not copy anything else to your clipboard before you are able to save this image or it will be overwritten.
2. Open picture editing software such as Microsoft's Paint or Paint.NET.
3. Use copy or paste to get the image from your clipboard to your editing program.
4. Crop the picture to what you need to show. Too large a screenshot might not upload.
5. Save the file as a .jpg . (I think .bmp is also supported but they tend to be too big to post.) Make sure you know which folder the picture is in.
6. Go to the forum and open a new thread. Type your question first.
7. After typing in your text, go down a couple of lines and then click (at the bottom of the posting window) on the "Embed picture in post" box.
8. Click on the adjoining "Click here to upload!" hypertext and when the location window opens, click "Browse".
9. Go to the folder where you put the screenshot and click on the file, then select "Open" at the bottom of the window.
10. Select OK, and finish the post. Unless the file was too big/wrong format, the picture should now appear at the bottom of your post.

Most likely all of the land units are restricted, but without pictures it is hard to be sure.

Many units in Australia and Noumea are under restricted headquarters. If you want to use them, then you must pay for them with Political points.

It's important to learn how to use Political Points (PP) to advantage. Spend them to change a unit's HQ from a restricted [R] command to an unrestricted command, & you can load LCUs to ships, & move them to the front; or change an airgroup's HQ to fly it to a front-line base.
Sometimes, you can get better use of PPs by changing a base-hex HQ. PPs are a finite resource that accrue at a constant rate. They can be used to 'buy out' land or air units from a restricted to an un-restricted status, they can also be used to buy leader changes for airgroups, land units, individual ships, or task-forces.
One's strategic & tactical objectives are often tied to the availability of PPs - should you spend some points today, to give an airgroup a better commander, or should you save up, accumulate enough to buy an LCU?
