intro Husky video 2 Amphib

I am trying to follow the Amphib video two. I have killed a couple hours trying to recreate one of the steps in the video. At one point the video has you move II corps HQ to the port of Oran then has you go Naval transport mode click on the that HQ unit and have you click on a space a couple hexes away from your amphibious invasion force. In the video the the HQ unit moves over to the hex clicked on and silhouette of a naval transport appears over the HQ unit at sea. When I try it I am able to move the HQ unit into Oran, but the HQ unit does nothing when I go in F3 Naval Transport mode click on the HQ icon and then click on the same sea hex as in the video tutorial. I have searched the player handbook and the manual and can find nothing to help me resolve this problem.
