Its a default game of DW Universe from Steam in Win7x64 and all the resource base designs are set to no auto-retrofit so to manually control them and use different design types in different locations.

However some of the bases ignored this setting and retrofitted themselves and after this it became impossible to retrofit any bases already built, while it was still possible to build the designs they would not retrofit to as new bases, showing that the designs were viable.

The design names appeared greyed out in the context menu retrofit selection and they would not select when clicked. When not viable the names do not appear as buildable at all.

Is this a bug? Is there a fix? Is there a situation which causes this which can be avoided?

Are the other designs obsolete?

You can not build or retrofit to an obsolete design, but you can "unobsolete them". If the AI creates a new design, it will automatically obsolete its own design.

In the design list, change the filter to "all designs" or similar (it is probably at "all active/unobsolete design" or similar). This will show you the full design history (at last all designs still in use). The rightmost columns is a red * or similar that toggles obsolete status.
