Many of SL's scenarios state that forces can deploy anywhere on one certain board. Is there an easy way to do this in the scenario editor?

You can use setup zones.

But I think he will have to select each hex individually?

The setup zones are you friend, you can assign all personnel units to say setup zone 1 and then place setup zone 1 on half the map...and the computer will place randomly all the personnel units in the setup zone 1 hex.

You can also say setup few good hexes for setup zone 1 and assign it only to say few personnel units that say have HMG. Then assign setup zone 2 to say Anti-Tank guys only so that they only can be placed a few hexes. Assign Setup Zone 3 for say tank destroyers, assign setup zone 4 to tanks or half-tracks. You have 30 setup zones per side, so you can make the setup as sophisticated as you like...or you simply as a scenario designer place most of the units in the scenario editor and only allow few units for the player to place them. It's all up to the scenario designer.

I thought maybe there was another way other than clicking on every hex as a setup zone for that entire board.

I do like the idea of limiting certain units to certain setup zones to keep the AI from putting units in strange places.
