There is a way to change the flag symbols on the units which I have forgotten. Could anyone refresh me? Also, is it true that the AI will now build and fight navies?

Only way to change the flag symbols is to 1) use the the editor to add new ones or 2) navigate to the flags folder and replace those already there with a new flag icon but using the same filename. The later method is the only way to do it once you have created your random game.

Re AI Navies: The AI will use ships but don't expect an Admiral Nelson performance from them. They will also land units on your shoreline but I've not seen them conduct an invasion with the intent of establishing a supplied beachhead. Lancer EMS Mod has a very good naval aspect to it but unfortunately this older mod does not support the new TO&E feature. That said, if you don't use Realistic/Enhanced Officers, the mod might work with TO&E without issues.
